Free trade zones and bonded warehouses are customs areas where goods can be stored, processed, or used without payment of duties until they are needed for sale or export. In a free trade zone (FTZ), goods may be brought in from foreign countries without being subject to import duties, and if the goods are re-exported, no duties are ever paid. A bonded warehouse is a secured area where dutiable goods may be stored, manipulated, or undergo manufacturing operations without payment of duty, under the supervision of the Customs and Border Protection (CBP).Foreign trade zones (FTZs) are special sites in or near ports of entry where foreign and domestic merchandise may be brought in without formal customs entry and without payment of duties. FTZs are under the supervision of the CBP, and merchandise placed in an FTZ may be exempt from certain state and local taxes.Canine enforcement teams are used at borders and ports of entry to detect drugs, explosives, and concealed currency. Smuggling involves the illegal transportation of goods across borders, and people who smuggle goods try to avoid detection by hiding the goods in vehicles, luggage, or cargo.The Office of Investigations conducts investigations into smuggling activities, collecting evidence, interviewing witnesses, and preparing reports. The laboratory procedures unit analyzes samples of seized goods to determine their nature and value.Customs brokers are private individuals, partnerships, associations, or corporations licensed to transact customs business on behalf of others. They prepare and submit necessary documents to CBP, including tariffs and other required documentation, and may also arrange for the payment of duties, taxes, and other charges related to the shipment.
