year,

5-rated departments will see a 15% cut, and 4-rated departments will
see a 30%

cut. If these funding decisions were being applied without any other
controls,

only the very
best academics would be left enough unscathed. Imperial College,
18.
Cambridge University, Oxford University, and the London School of
Economics
19.
are the only large institutions with at least a half of their
researchers in
20.
top-graded 5-star departments. For the rest of the other sector,
however, there is
21.
such the prospect of dwindling RAE returns.
